Now that kinda sounds like fun, doesn’t it? We can all use a little festooning in our lives!
I don’t know about you but I’m a bit of a tissue paper addict. I LOVE tissue paper! It just has this fun-ness about it that makes you feel like a kid.
This tissue paper garland is actually quite easy to make, inexpensive and ideal for so many things including party decor for birthdays, showers or any other special event. It also makes a great kids project. We regularly use it to decorate our Store displays.
The good thing about tissue paper is that it’s available in so many awesome colours. This lets you customize your garland colours to co-ordinate with any event or project.
For this garland, we decided on some bright colours like hot pink and lime green with white as an accent. Feels like a fiesta!!
How to make your tissue paper garland-
Follow our 7 easy steps to make your tissue paper garland…here we go!
Step 1 – Select your tissue paper colours!
Step 2 – Fold your tissue paper!
Now we start folding the tissue paper. Take the 20″ width and fold it in half so you end up with a 10″ x 30″ long strip. Do this for each of the colours you’ll be using in your tissue garland.
Step 3 – Fold your tissue paper…again!
Yup, one more time! Your strip should now be 5″ wide and 30″ long. Repeat for all the colours. This now gives you 4 layers of tissue.
Step 4 – Cut your tissue paper!
Before you start cutting your fringe, cut the folded ends along the top and bottom of your strip so that all 4 layers are separate pieces. Much easier to do that step now before you cut all the fringe!
Now you’re ready to cut the fringe. There are fancy scissors on the market that will do this step a little faster but we did ours the old fashioned way with regular scissors.
Carefully make cuts approximately 1/4″ wide down the entire length of your tissue paper strip. Be sure that your cuts don’t cut all the way through each width cause that’s called confetti!! Leave about a 1/4″ uncut along the one side (as shown in the above photo).
Step 5 – Cut all your tissue paper colours!
Repeat step #4 for all the colours that you’ll be using in your tissue paper garland. Set aside all the fringed strips in piles according to colour so they’re ready for assembling.
Step 6 – Stack your tissue paper!
To start making your garland, stack the 3 colours of tissue paper strips one on top of the other.
Step 7 – Twist your tissue paper!
Starting at one end of your tissue paper stack, twist all 3 layers together by making short quarter turns. Keep twisting until you’re done the entire length. Repeat this step for all your fringed tissue strips.

Once you’ve finished all the strips, you can attach them together with a staple or even a little tape to make the garlands longer.
Now you’re ready to festoon!!!!
